Transelectrica's role on the GC market
According to GD and ANRE’s Decisions (see the respective chapter), Transelectrica issues each month green certificates (1 GC = 1 MWh) to the electricity generators from renewable sources (E-SRE). Green certificates are issued each month based on the reports of generators from renewable sources, and are confirmed for the previous month by the electricity distributed that has taken over the respective amount of electricity. When the GC has been issued, Transelectrica notifies the number of GC issued and their codes to the producer, GC market operator (OPCOM) as well as to ANRE.
At the beginning of each year Transelectrica issues the bills for the respective amounts collected into a special account, based on ANRE’s decision regarding the sanctioning of electricity suppliers that did not comply with the GC quota of the previous year. Transelectrica re-distributes the respective overall amount to the E-SRE producers according to the ANRE-determined percentages.
